Operator Qualification

A well-trained and qualified workforce is the first line of defense against accidents related to human error. The Federal Operator Qualification (OQ) law requires that pipeline operators ensure that their workers and any contractors working on their facilities have the “Knowledge, Skill, and Ability” to perform the work. UTI has responded to this challenge by assembling a highly experienced team of evaluators that is second to none in the industry. These evaluators examine each student by testing their knowledge and ability to do the work. Only after the evaluator is satisfied, will the student be considered qualified and able to perform that task.

Our processes allow operators to focus on their true objective of delivering reliable and safe energy to their customers. The combined experience of UTI’s evaluators allows us to qualify natural gas personnel on any task that can be performed on a pipeline. UTI is an approved 3rd party OQ provider for EWN, ITS, MEA, and Veriforce. Our qualification and training courses are completed at our Groveport and Lima office locations. In addition, we can travel to other locations to meet your needs.

Qualification

The federal government requires any individual who installs, replaces, or repairs natural gas piping to be Operator Qualified in accordance with Title 49 Code of Federal Regulations, Department of Transportation Part 192, Subpart N. Operator Qualification is a federally mandated program of the Department of Transportation's Office of Pipeline Safety.

It requires pipeline operators to develop and maintain a written qualification program for individuals performing covered tasks on pipeline facilities. The intent is to ensure a qualified workforce and reduce the probability and consequence of incidents caused by human error.

UTI offers the development of OQ written programs and qualification and training courses to meet these federally mandated training requirements. In addition we provide gas operations related training programs to meet specific industry requirements. UTI has led the development effort for OQ and training programs for meeting the needs of companies in the Ohio, Pennsylvania, Kentucky, Illinois, Indiana, Michigan and West Virginia areas.

In 2023, UTI conducted 1,420 classes, for 6,200 people, totaling over 25,400 qualifications.
